The plane and the land were said to be governed by the Corax Archon.[10] The plane was populated by a race of diabolic humanoids called Kefkai who never aged and could not die, but were eventually destroyed by the Xan Empire and its other angels. The Kefkai were said to worship a deity named Rokilonkra who was based partially on the dragon goddess R'nhil. It was believed by the Xan that the Kefkai were created by the goddess, and thus by extension, that the Kefkai were the daughters and sons of the dragon goddess. The Corax archon was a title of respect from the Xan for the Kefkai.

The layer contained magic energy, as there were numerous artifacts with magical properties located there. The layer was said to have been the home of the Saevoirid, a semi-divine race of angels.[32]
